Hydrolic Ram Pumps for Jacksonville Water Needs

I just read an article about hydrolic ram pumps, which is an old invention I'd heard about but never considered important today. However, it's a simple water pump that has almost no environmental impact while providing consistent water pressure.

To me, a pump that can always be running but only uses the water's own pressure is perfect for cool water features as well as irrigation. Since irrigation isn't a big deal here, Jacksonville might be able to use hydrolic ram pump tech in order to create fountains and other unique water features in the reimagination of downtown.
